Russia becomes a powerful cyber power

Russia is becoming a powerful cyber powerA photo from open sources In just two weeks, Russia thrice appeared on the front pages of world news publications as military cyber power: for the first time it was a large network theft, in the second – about Russian nuclear weapons, and in the third – about expanding alliance with China in cyberspace. It all has essential to international and personal security as well for the future of diplomatic relations between Russia and the European Union.

October 16, Austin (TX) Director of National U.S. intelligence officer James Clapper said: “I’m much more worried about the Russians, “when it came to defending American cyberspace. He noted that the “Russians” are carrying out their operations in virtual space are much more secretive than Chinese, and almost leave no traces. That is, it is rather about cyber espionage given that in the open report of the US government it is said that Russia along with China (as well as France and Israel) represents one of the main sources of threat to America espionage in cyberspace.

On the same day, the Russian Minister of Defense announced plans for the creation of new military units that will be responsible for security in the virtual space; in particular, it concerns secure data transfer related to automatic (computerized) systems and control over their work.

These cyber units will be responsible for security like missiles mine-based and mobile rocket launchers. IN confirmation that cyber units will be provided with the most modern equipment, a snapshot with a rather heavy laptop. Judging by this picture, we can conclude that Russian armed forces lag behind american in technologically for ten years (or even several decades).

A similar imbalance of the two sides’ defense capabilities in cyberspace can be a big danger. Some American analysts believe that more powerful in technological in relation to a party (i.e. the United States) should consider the possibility of proactive cyber attacks against the team nuclear weapons control of the weaker side (Russia). Thus, they hope to achieve strategic stability.

On October 21, the Russian edition of Kommersant reported that President Putin and his Chinese counterpart Xi Jinping gather enter into an agreement affecting development cyberspace. The signing of the document should take place during visit of the Russian delegation to Beijing on November 10. Although this agreement may have symbolic meaning, it can become the basis for creating a certain degree of interdependence in sectors, related to computer technology. Currently sharing technology between the two countries is quite sluggish, since China prefers, rather, western products and has to easy access. However in the long run Russia can win with free access to information Chinese technology.

It is expected that the focus will be on common to the two countries aspirations to create international standards that will give the state the ability to control the Internet, and allow suppress the activities of foreign activists trying to influence domestic policy of states.

This is an extremely important area. Currently, as noted experts, Russia has more advanced technologies than China in the field of cyberspace surveillance. In 2014, Russia ranked 50th in the global Network Readiness Index, rising to four points from last year. China ranked 62nd in 2014, dropping from the 61st in 2013. And Russia’s position in this area will only grow. The West must understand this.
